It isn't normal whatever so talk to him, if he denies using anything suggest a visit to the optician or doctor, see how he feels.

Ok it could be a few things. The most obvious is drugs BUT being tired can also do this, concussion, poor lighting.
It could be many things:


Stress


Lack of Sleep


Drugs 0r medication's
almost definitely cannabis
Crack
Crack with some Weed and Heroine. He must have also indigested 8 milligrames of speed two hours before.
