Try no eyeliner or a light color, but use dark thick mascara.
A thin eye liner on top not the bottom. :)
It seems like you put your eyeliner on way too thick. Its used to ';line'; your eyes, not color on your face like that. Do a thinner line, and use colorful eye shadow, with black mascara.

-apply white eyeliner on lower lashline and black eyeliner on upper lashline





-use black eyeshadow to trace along the bottom of the white eyeliner





-put two coats of lengthening mascara on (this creates the illusion of false eyelashes)
