Really dark colors, like black, can make them look smaller %26amp; light colors like white make them look bigger.
They are supposed to make them look bigger. Wide and detailed eyes are supposed to be beautiful, and eyeliner enhances that.

I think bigger
depends on where you put it. if you put it around your eye (over your eyelid, under your eyeline) it they will appear larger, but if you put it inside the eyeline they will appear smaller.
