You will need:
A blue eyeliner,
black eyeliner
Black mascara
White eyeliner or eyeshadow.
Line your top lash line with the black eyeliner, then get your blue and line the underneath of you eye.
Then get white eyeshadow and dab a bit on the inner corner, or line the inner corner.
Then finish off with your black mascara.
The black liner and mascara, makes them stand out, The blue liner makes them look bluer and the white shadow/liner makes the whites look whiter and makes your eyes look bigger and brighter.
Oranges and pinks work very well! Obviously you're hardly going to actually wear bright orange/pink eyeshadow, but any colours with these as the base will work well. ';Champagne'; by Revlon is amazing for lighter blue eyes.
Also, use black eyeliner on your top eyelid, and white eyeliner on your bottom eyelid. Make sure the white line is small and barely noticable. For added oomph, make the black line get thicker as you go towards the outer edge of your eyelid.
Keep the rest of your makeup simple - you don't want anything to distract people from your eyes. Coverup if you need it, foundation maybe, a peachy blush and some clear or light pink lipgloss should do it.
Hair colour also plays a part. Most girls with blue-eyes are blonde, so enhance your blond-ness with some hilights. Lemon juice works just as well! Red is also good, just make sure it's a bright shade. Blue-black and chocolate brown work quite well too.
The style of your hair also - try a thick, straight fringe to draw attention to your eyes. Layers also work, somehow!
If you're wearing too much blue, this ';distracts'; blue from your eyes. Stick to blue accessories to look cute but not OVERLY bluey.

For blue eyes we go to the color wheel: the opposite color of blue is orange, so any shadow colors that have a orange base will enhance your blue eyes.
Try eye shadows in these colors:

*Champagne
*Warm Nude
*Beige
*Copper
*Bronze
*Warm Taupe
*Warm Brown
*Chocolate Brown
Obviously, your not going to go out and buy orange eyeshadow. But the shadow colors mentioned above are made with orange pigments and have a ';orange'; base to them.
You can try blue shadow, but depending on the shade of your eyes, if the blue shadow color is cool-toned it may ';compete'; with the blue shade of your eyes.

My friend is a Mary Kay consultant and I've learned so much from her. I recommend a gray eyeliner and black ultimate mascara. Mary Kay's ultimate mascara is $15 but worth every penny. It will make anyone's eyelashes look longer, thicker, and oh how it curls! It will make your eye's pop everyday!
To make your eyes look bigger apply more eye liner on the outer corners of your eyes. Gently fade the bottom line as it reaches the center of your eye. The top line can go all the way across but it should be a lot lighter on the inner corner then the out. Smudge the liner once finished with a q-tip for a soft look.
If you have dark circles I recommend MK's Facial Highlighting Cream that has light reflecting pigments in it. Only $18. This pen can also be used to highlight your cheekbone and other areas of the face.
Many artists vary on their opinion of what eye colors to use with blue eyes. Personally, I like to recommend purple/greyish shades with a lighter accent color. I don't know your skin tone so just try a few of the recommended colors out and see what works with your skin tone and personality.

I have blue eyes too, and i get all my makeup tips from my mother, a Mary Kay cosmetics consultant. When it comes to blue eyes, using grey eyeliner, eyeshadow, or grey anything around the eyes really brings them out. i use grey eyeliner and then black mascara it blends really well, and my eyes look gorgeous.
I have blue eyes, and let me tell you there is one rule for blue eye enhancing. LIGHT PINK. It works far better than oranges, you're just going to have to trust me and try it. Whenever I do my makeup, people comment on the street about how bright my eyes are, but I never get those comments when I'm not using pinks.
Make sure the pink you use isn't candy pink. Think more peachy pink colours, nothing too bold, keep it harmonious with your skin tone.
If you are doing dark eyes, use a pink base.
If you are doing light eyes, use pink tones.
Go for the shimmers! Gold shimmers in pink shadow are your very best friend.
Avoid greens and blues entirely around your eye area. Keep greys to a minimum.
Heavy black lining can help a lot, but only if you have a steady hand.
White liner on your bottom lid makes your eyes look much wider.
Using bright or pastel colours on the inner lid (near the tear duct) makes eyes pop further.
Use several coats of black mascara.
Keep the rest of your makeup minimum. Good coverage, an apricot blush and beige lips will do great. The stronger the colours on the rest of your face, the less your eyes will pop.
Darker or opposite colours of hair work well. Red, golden blonde or black is best. Mousey colours are a no-no.
Emphasise the pink tones in your foundation.
